Cette affaire étrange fait partie des phénomènes non identifiés ou difficilement explicables "malgré une très bonne collecte d'informations et des témoignages crédibles", selon Jacques Patenet, responsable du Geipan. Ce type de cas représente 28% de l'ensemble des cas d'observations traités par le Geipan. Il y a également des phénomènes non identifiables, faute de données (30% du total) ; des phénomènes probablement identifiés, pour lesquels le Geipan a "des intimes convictions mais sans preuves" (33%) ; et enfin, des phénomènes parfaitement identifiés et explicables (9%).

Pour l'instant, seules les archives des 20 dernières années ont été mises en ligne, soit 400 cas. Mais les dossiers du service, constitués de 100.000 documents (le premier remontant à 1937), concernent un total de 1600 cas et 6000 témoignages. A terme, tous seront mis en ligne, y compris les photos et films collectés. L'essentiel de ces documents est constitué de procès-verbaux établis par les gendarmes et de comptes-rendus de pilotes et de contrôleurs aériens (1).

Deuxième affaire inexpliquée : le 28 janvier 1994, un Airbus A300 reliant Nice à Londres survole la région parisienne. Altitude : 11.900 m. Vitesse : 650 km/h. Le chef stewart signale alors au commandant de bord "un phénomène qui fait penser à un ballon météorologique". "C'est un grand disque brun-rouge dont la forme est constamment changeant dont l'altitude est estimée à 10.500 m (...) et qui semble de très grande taille", détaille le Cnes. Durée de la "rencontre" : une minute.

Le pilote qui, comme le copilote, a vu le phénomène ne témoignera pas avant février 1997, "sans doute par crainte du ridicule". L'enquête durera trois ans. Il y a "corrélation absolue entre la signature radar et le phénomène observé". Lequel, qualifié d'"exceptionnel", "n'est pas expliqué à ce jour et laisse la porte ouverte à toutes les hypothèses".

More On Release Of French UFO Files
UFO I met, for a second time, with Jacques Patenet, the engineer in charge of GEIPAN, the new French service of UFO studies at the French Space Agency CNES - Centre National d'Etudes Spatiales, or National center for Space Studies - and I can give some more information on the release of those UFO files.

We talked at a TV debate ("C Dans l'air"), recorded yesterday, airing tomorrow, Friday, March 30, on the French national network France 5.

Some more information, and some corrections of what has been already reported:

The name GEIPAN means Groupe d'Etudes et d'Information des Phenomenes Aerospatiaux Non identifies, (Group for Studies and Information on Unidentified Aerospatial Phenomena). It was created in September 2005, to replace the SEPRA which closed in January 2004. Also put in place at that time, a steering comittee (COPEIPAN) presided over by Yves Sillard, former director of CNES, and comprising about fifteen members, whose names are not known.

In January 2006, Jacques Patenet announced that GEIPAN was going to put all its UFO files on the web site of CNES, during 2006. The project had been delayed but has now begun with the release of some 400 files this monthh, covering the period 1988-2005.

Initial inquiries by CNES began in 1977 on the creation of the first service called GEPAN, but there are files from the fifties, and even one from 1937.

There are a total of 1,650 files, including some 6,000 testimonies, and a volume of some 100,000 pages, A4 format (not 100,000 files, as stated somewhere!).

This month, Jacques Patenet has given a number of interviews, in which he warned that we are not going to find any new big case. The best cases, such as Trans-en-Provence in 1981, are known already.

However, there is new information worth mentioning. The number of unidentified cases after serious study (the "PAN D" category), is now estimated at 25 to 28% (depending on the day ot the interview, apparently). This is much more than previous figures. In recent years, it was given at around 13%. So, the revision of the files has at least brought this bonus for French ufology...

Two main ideas are being put forward by Jacques Patenet, in several interviews. First: "There are no secrets, and we are releasing all the files. Our purpose is to put to rest allegations of UFO secrecy. Second, the extraterrestrial hypothesis is conceivable, but there is not the slightest solid proof for it, or against either."

For my part, the point I want to stress is that, yes, these files at GEIPAN are not "secret" files. They are mainly sightings by civilian witnesses, gathered and reported by the Gendarmes - the military police. If there are really secret files in France, they are somewhere else, probably of military nature. At the debate yesterday on French TV, we pushed him a bit on that question, and he had to admit it. So, his first statement is somewhat misleading, in fact. If there are secret files, he just does not have them!

I also want to correct another mistake, seen in the Sunday Times article of March 25, "Spooky... They Start a UFO Website Then it Crashes". It mentions the COMETA Report (without naming it), published in 1999, as being a publication of the French government, at the IHEDN (Institut des Hautes Etudes de Defense Nationale). It had been said by some people at the time, but it is not true. This report was from a private group, the COMETA, even if its true that it had been encouraged at the beginning by the head of IHEDN, General Norlain.

In all, I think that we can consider that publication of French UFO files as a very positive effort, wich has already the effect of renewing interest for UFOs in the French media, and perhaps of putting France back on the map of ufology!

PARIS (AFP) - France became the first country to open its files on UFOs Thursday when the national space agency unveiled a website documenting more than 1,600 sightings spanning five decades.

The online archives, which will be updated as new cases are reported, catalogues in minute detail cases ranging from the easily dismissed to a handful that continue to perplex even hard-nosed scientists.

"It is a world first" said Jacques Patenet, the aeronautical engineer who heads the office for the study of "non-identified aerospatial phenomena"

Known as OVNIs in French, UFOs have always generated intense interest along with countless conspiracy theories about secretive government cover-ups of findings deemed too sensitive or alarming for public consumption.

"Cases such as the lady who reported seeing an object that looked like a flying roll of toilet paper" are clearly not worth investigating, said Patenet.

But many others involving multiple sightings -- in at least one case involving thousands of people across France -- and evidence such as burn marks and radar trackings showing flight patterns or accelerations that defy the laws of physics are taken very seriously.

A phalanx of beefy security guards formed a barrier in front of the space agency (CNES) headquarters where the announcement was made, "to screen out uninvited UFOlogists" an official explained.

Of the 1,600 cases registered since 1954, nearly 25 percent are classified as "type D", meaning that "despite good or very good data and credible witnesses, we are confronted with something we can't explain" Patenet said.

On January 8, 1981 outside the town of Trans-en-Provence in southern France, for example, a man working in a field reported hearing a strange whistling sound and seeing a saucer-like object about 2.5 meters (eight feet) in diameter land in his field about 50 meters (yards) away.

A dull-zinc grey, the saucer took off, he told police, almost immediately, leaving burn marks. Investigators took photos, and then collected and analyzed samples, and to this day no satisfactory explanation has been made.

The nearly 1,000 witness who said they saw flashing lights in the sky on November 5, 1990, by contrast, had simply seen a rocket fragment falling back into earth's atmosphere.

Patenet's answer to questions about evidence of life beyond Earth was sure to inflame the suspicions of those convinced the government is holding back: "We do not have the least proof that extra-terrestrials are behind the unexplained phenomena"

But then he added: "Nor do we have the least proof that they aren't"

The CNES fields between 50 and 100 UFO reports ever year, usually written up by police. Of these, 10 percent are the object of on-site investigations, Patenet said.

Other countries collect data more or less systematically about unidentified flying objects, notably in Britain and in the United States, where information can be requested on a case-by-case basis under the Freedom of Information Act.

"But we decided to do it the other way around and made everything available to the public" Patenet said.

The aim was to make it easier for scientists and other UFO buffs to access the data for research.

The website itself -- which crashed host servers hours after it was unveiled due to heavy traffic -- is extremely well organized and complete, even including scanned copies of police reports.

НЛО реальны конечно. Неопознанные Летающие Обьекты абсолютно реальны. Это каждодневные явления, которые в глазах некоторых превращаются в летающих зеленых человечков.
