The best way to approach your situation is to visit your family doctor and get a referral to plastic surgeon specializing in phalangeal (finger) reconstruction. Chances are that there are only a handful of such subspecialists in Canada. If you do not get a referral, the procedure will be quite costly (as all plastic procedures are). If you tell your doctor that you use your hands for your profession (typing, fine art etc) then the procedure will either be free or significantly lower cost. Rhinoplasty (nose-job) can be performed completely free if the family physician writes a note stating that a narrow nose is interfering with your breathing. It is more difficult with a finger, since it is not a vital part of your body. You cannot fake it's inaction (as it was suggested) because they will test it electronically. The downside to such non-elective procedures is that a patient (you) will have very little say in the outcome of the operation. Whereas if you chose to go through 100% elective way, you can actually tell surgeon to put your nail any way you please - you got the idea :)

Best of luck :)
